RUSADA head: “If there is a person who initiated the reception of the banned substance Valiyeva, he should be punished up to criminal responsibility”
“We conducted an investigation of the athlete’s personnel within the framework of those powers which, in accordance with Russian legislation and WADA regulatory documents, are vested in RUSADA.
In our opinion, the powers of anti-doping organizations are not always sufficient to prove the involvement of athletes’ entourage in the facts of their doping.
RUSADA does not have the functionality of law enforcement agencies and cannot carry out operational and investigative activities. We have repeatedly spoken about this. Unfortunately, in most cases our investigation is limited to voluntary participation and analysis of the collected information,” Veronica Loginova said.
“If there is a person who was an accomplice or even an initiator of taking a prohibited substance by Kamila, who was only 15 years old at the time, then this “criminal” – we cannot call him otherwise – should be punished, up to and including criminal liability for inducing a minor athlete to violate anti-doping rules.
In Russia, unlike most of even the most advanced countries in this area, criminal liability for this was introduced in 2016,” the RUSADA director general added.
“WADA said that it is possible that the investigation will be resumed after studying the full text of the CAS decision. We are ready to provide them with the necessary assistance within our competencies and capabilities.
There were no claims to the investigation previously conducted by RUSADA, everything was done in accordance with WADA recommendations and best practices of leading anti-doping organizations,” Loginova concluded.
